President Siilaanyo's government on the countdown.


London - 25 June 2015 - Csh - The incumbent government of Ahmed Mohamed Mohamoud Siilaanyo's term is about to end on 26th June 2015 and the parties agreement signed on 27 May 2015 in the presence of the Vice President and countersigned along with parties to vouch the authenticity of the mutual agreement reached by the national parties has been revoked by the House of Elders calling it unconstitional and void agreement, and defiently sticked to their previous decision which extends for presidency and his Vice for a period of one year and ten months, refering to an irrelevant article in the constitution which states as follows: 

Article 83 (5) - If on the expiry of the term of office of the President and the Vice-President, it is not possible, because of security considerations, to hold the election of the President and the Vice-President, the House of Elders shall extend their term of office whilst taking into consideration the period in which the problems can be overcome and the election can be held. The above article does not justify that the elections could not be held on account of a security instability as there wasn't any circumstances that could be considered as an obstacles to prevent  the elections to be held on its time, but in fact it implies that this article is a controversial ambiguity in the constitution that could be used as a circumvent due to a technical defect in the Somaliland law (La jiifiyaana banaan). The House of Elders impetuously declared their calamitous decision as unchangeable, and disregarded whatever political parties and the government have agreed and signed, calling for their annual leave for two months despite the deadline and the end of government term was very imminent,  leaving a ticking bomb behind. Hence, this political dilemma could egnite unprecidented situation in the country unless otherwise the matter is handled with a great concern within the current government's legal term in office.  The conundrum issue that Somaliland public are worried about is the deadline and more concerned about what would happen if the time runs out on this current government without finding a solution between them and  the opposition parties. Would there be a transitional coalition government beyond the deadline? And if a coalition government is formed how would it be complied with the constitution while there is no article defining such power sharing in our Somaliland constitution?, and what coaliltion formula would they adopt when sharing the power?. Although advantage is that coalition government better reflects the popular opinion of the electorate within our country, but at the same time as the government comprising differing parties with different ideology may never agree on policy, meanwhile it could lead us into more chaos and unresolveable political dilemma.  The president Siilaanyo's speech on 21 June 2015 sends a clear message that his party is pulling out of the recent political parties mutual agreement held at the presidential Palace on27 May 2015 as he clearly stated that the country has a its constitution and Law. This brings the aforementioned constitional article 83 (5) into effect and its mandatory. The most positive expectation relies on the oposition parties UCID and WADANI to compromise for the sake of Somaliland's stability, existence and security and accept the House of Elders irresponsible decision extending the term for Siilaanyo's government for a year and ten months, which is the only possible solution as the Guurti and the Government violated and misinterpreted the constitution on their favor,  and the weakness in Somaliland's jurisdiction empowers the Elders as the only legislative power. Is Xi Copying Putin’s Strategy?



The Chinese are notorious for copying Western products and adapting them to serve the Chinese market.  Look at Alibaba, often described as China’s answer to eBay, or Weibo, a hybrid of Twitter and Facebook. Plus, thanks to weak intellectual property protection laws in China, these companies often get away with it.
Yet there is nothing inherently immoral or illegal about governments copying geopolitical strategies from other governments, and China’s northern comrade, Russia’s Vladimir Putin, may be setting a dangerous precedent. The apparent success of Putin’s alleged misadventures in Ukraine could serve as an attractive geopolitical militaristic strategy for other nations with territorial disputes, such as China. But if Putin’s strategy in Ukraine is so dangerous and widely condemned, why would Chinese President Xi Jinping bother copying Putin?
Some political analysts argue that when a nation’s leaders face economic difficulties, the public’s preoccupation with day-to-day problems can be alleviated by focusing on broader concerns like nationalism and the protection of the state’s interests. Economic growth in China is a serious concern, as overcapacity in real estate and heavy industry took gross domestic product (GDP) from the nine percent average from 1989 to 2015 to an expected seven percent first-quarter year-over-year growth rate this last quarter.
Russia is also facing an economic slowdown. Its GDP is expected to shrink by three percent in 2015 as $50 a barrel oil and capital outflows of $115 billion harm growth prospects. Despite an economic crisis in Russia, Putin’s popularity has soared, largely the result of increased nationalism. In May 2013, a little less than a year before Russia’s annexation of Crimea in March 2014, Putin’s approval ratings stood at 64 percent. Following further intervention by Russia, which stands accused of providing arms and forces in the east of Ukraine, Putin’s latest approval rating rocketed to 86 percent. Some have questioned the legitimacy of the poll numbers, but many do concede a marked increase in Putin’s popularity among ordinary Russians.
Why would the approval ratings soar after military intervention in another country? One often-cited reason could be the public’s positive perception to any government willing to stand up and defy outside criticism. Other leaders have seen their approval ratings soar when nationalism is fired up — indeed, following the Sept. 11, 2001, attacks former President George W. Bush enjoyed the highest approval rating of any president (90 percent). His father, George H.W. Bush, received an 88 percent approval rating in 1991 in the midst of the first Gulf War.
Joseph Nye,  a professor at Harvard University and the Assistant Secretary of Defense under the Clinton administration from 1994–95, hints this same strategy may be happening in China under Xi Jinping.  In a recent interview with The Diplomat, he warns of growing nationalism under Xi:
Xi Jinping needs a legitimizing force for his power and for the power of the Chinese Communist Party (CCP). Economic growth has historically been the primary legitimizer of its authority, especially since communist ideology has declined greatly in importance. As China has an economic slowdown, nationalism will increase further, and I think we are undergoing a period of heightened attention to nationalism. I think nationalism has made it more difficult for China to resolve conflicts with its neighbors in the South China Sea. So far there is no clear indication that increased Chinese nationalism will result in military aggression. The high level meeting between Xi Jinping and Abe at the APEC summit was a positive step, as China had been resistant to these meetings in the past. But the potential for nationalism to boil over, it is something we need to watch closely.
I think the most probable scenario would be if Chinese planes and ships got involved in incidents with the Japanese in the Senkaku Islands, and lost. The Japanese might have superior capabilities in the event of conflict, and a defeat there would be a direct threat to Xi Jinping’s power.
Nye’s scenario is not so far-fetched. On Saturday, Japanese media reported on Chinese plans to build a large naval base in Wenzhou, Zhejiang Province for its coast guard vessels. Wenzhou is not far from the Senkaku Islands (Diaoyu to the Chinese), it and would allow the Chinese to closely monitor naval activities around the disputed eight uninhabited islands and rocks in the East China Sea controlled by Japan.
The potential for skirmishes in the airspace above the Senkaku is also real. In November 2013, China announced the creation of its air-defense identification zone in the East China Sea, which requires all aircraft to comply with Beijing’s rules.
China also claims up to 90 percent of the South China Sea, and draws a ten-dash U-shaped line (or “cow’s tongue”) around the sea on its maps, which overlaps territorial claims by Brunei, Indonesia, Malaysia, the Philippines, Taiwan and Vietnam.  Originally an eleven-dash line formulated in 1936, two dashes were removed near the Gulf of Tonkin to appease its Communist brother Vietnam. Last year, one dash was added by Beijing emphasize its sovereignty over Taiwan. In recent months, Beijing has come under have international criticism for land reclamation on islands it occupies, and for attempting to impose its control over the fishing rights in, and airspace above, the South China Sea.
Should Xi copy Putin in building nationalistic fervor in order to distract the populace from domestic problems, the strategy could well backfire. Many of the student protests in Chinese history originally began as nationalistic protests against foreign countries and morphed into protests against government leadership. The strategy could also lead to strong reactions from both regional governments and the naval superpower in the region, the United States.
Such reactions have already affected Russia. In response to Putin’s latest misadventures in Ukraine, the U.S. announced plans this past weekend to store heavy military equipment in the Baltics and Eastern European nations. The U.S. may seek a similar strategy in the East and South China Sea, and position more and more of its naval military there to reassure its allies and other nations with territorial claims and deter any further aggression from Beijing. Vietnam and the Philippines are already requesting further support from Washington, and Japan is reconsidering its constitution to allow for greater military efforts.
Besides leading to a potential dangerous and costly war, what both Xi and Putin should not forget is that while military nationalism may provide a temporary boost to popularity, it may prove short-lived, inflict further damage on the economy, and result in a failure to achieve its military objectives.

Unjust distribution of Somaliland Development Fund (SDF) threatens Somaliland’s stability and coexistence: Jama Ahmed Jama

55 years ago, our grandfathers took a journey that shaped our destiny. Ousting colonial power and relinquishing independence in search of a greater good was not an easy decision. On 26th June 1960, Somalilanders celebrated for long awaited independence. Poet Timacadde famously depicted in poem the joy of the people of Somaliland at the night British flag was replaced by Somaliland’s flag.

Immediately after the festival, Somaliland united with Somalia to form Somali Republic. Somaliland people were subjected injustice under the new state that came into existence from the sacrifice of the Somalilanders who abandoned their sovereignty. All senior government officials including the president, the prime minster, and speaker of parliament, military and police commanders and majority of cabinet members were taken by Somalia. Resources were not shared equally, but Somalia took the lion’s share.
The historian narrate the bitter days of the union that ended in 1991 when Somaliland people established their own country, a country based on justice, democracy and rule of law. It is these three principles Somali Republic failed to respect, leading to its death.
 Somaliland is not founded on euphoria. It is not a state grounded on anger. It is a state of principles. The reason Somaliland left the union was not hatred towards Somalia or love of separate flag. It was the creation of a state in which all regions are equally treated.  
25 years after restoration of independence, Somaliland is committing the same injustice. The purpose of this commentary is to turn attention how unjustly Somaliland Development Fund(SDF) is managed. SDF is the first donor support development project which Somaliland government is taking a leading role without NGO intermediary. Recently, Somaliland government publishedthe method it earmarked SDF projects to the regions. 
 According to the government data, regions are benefiting from the SDF as following: Hargeisa 46%, Gabiley 9% (one of the districts of Hargeisa), Saahil 14%, Togdheer 16%, Sanaag 5%, Sool 5%, Awdal 5%. Gabiley is part of Hargeisa region while Saahil was part of Hargeisa region at the time Somaliland declared its independence.
This allotment reinforces already expanding disparity. The resources are invested in very few regions. Now, SDF has taken the same route by giving almost all of its projects to only two regions. Hargeisa (including Gabiley district) and Saahil together enjoy 69 percent. Sanaag, Sool and Awdal collectively receive 15%.
Why? Are Hargeisa and Saahil having more population than Sanaag, Sool and Awdal? The answer is no. According to latest UNFPApopulation estimate, Hargeisa and Saahil have a population of 1, 242, 003. The population of Sool, Sanaag and Awdal are 1, 544, 814. Therefore, in population wise, the later regions have more population. Is it because of assessed need? The response is no. It is a matter of irrefutable fact that east regions have received the least support in last two decades. In territory wise, Sanaag alone is 38% of Somaliland’s territory. Let alone adding Awdal and Sool.    
How the most populous and largest regions of the country are getting 15% share? What is the logic behind SDF distribution of resources? It is up to the management of SDF to explain. However, I would like to emphasise that current arrangement of SDF projects are danger to Somaliland’s cohesion, peace and coexistence. Somalilanders cannot watch all resources to be taken by two regions and the rest to watch in despair.
 The objective of SDF was to support Somaliland, not to marginalize parts of Somaliland. The purpose was not to boost certain regions, but to provide equal opportunities. The aim was not to develop tiny portion of the country. I hope the money collected from hard working citizens of European countries who want to help is not utilized in a manner that creates internal division, hatred and instability. As a concerned citizen who loves Somaliland and envisions transparency and accountability, I urge SDF steering committee to reassess its projects and avoid contributing instability and widening inequality.

CPJ welcomes arrest of suspect behind Somali kidnapping

New York, June 12, 2015-The Committee to Protect Journalists welcomes the arrest in Canada on Thursday of Ali Omar Ader, a Somali allegedly involved in the 2008 kidnapping of journalists Amanda Lindhout, Nigel Brennan, and Abdifatah Mohamed Elmi, a Somali fixer and photojournalist. Ali, who appeared briefly in court in Ottawatoday, is alleged to be the main negotiator of the kidnappers and faces hostage-taking charges, according to a statement by the Royal Canadian Mounted Police.
"We applaud the diligence and persistence of the Canadian police in pursuing justice for these three journalists, who endured an unimaginable ordeal for trying to keep the world informed about events in Somalia," said CPJ Africa Program Coordinator Sue Valentine. "We urge other governments in Africa and abroad to rigorously investigate attacks against journalists and to bring all perpetrators to book."
Lindhout, a Canadian freelancer, and Brennan, an Australian photojournalist, were taken hostage with Abdifatah at gunpoint in Mogadishu in August 2008, according to The Associated Press. Abdifatah was released after five months, according to reports. The journalists said they were kept separately during their kidnapping, beaten, and Lindhout was sexually abused, according to reports. Somalia is one of the most dangerous countries in the world for journalists, according to CPJ research. It ranks second on CPJ's Impunity Index for cases where journalists are slain and their killers go free.

Journalists assaulted while covering protest in western Kenya

Nairobi, June 12, 2015-The Committee to Protect Journalists condemns an attack on Tuesday against four journalists covering a peaceful protest in western Kenya and calls on authorities to investigate the attacks and hold the assailants to account.
Four journalists-Saka Richards, a reporter for the privately owned radio station Milele FM; Duncan Wasa, a reporter for the privately owned faith-based station Imani TV; Leonard Wamalwa, a reporter for the independent station West FM; and David Sirengo, a reporter for the private national broadcaster Citizen TV-were attacked by a mob of residents in the western town of Kitale, in Trans Nzoia County.
The journalists were covering a peaceful demonstration against alleged corruption within the county government outside the county governor's headquarters, according to local journalists and raw footage of the protest in CPJ's possession.
Richards told CPJ that the protesters and the protest organizers fled the area after they were threatened by a mob of residents. Police helped take the protester organizers to safety, he said. The mob then turned on the journalists, who were left at the scene. Richards said the mob began to punch, kick, and beat Waswa with clubs. "We then tried to intervene to assist our colleague, only to be beaten ourselves," Richards told CPJ.
Police officials were not present when the journalists were attacked.Wamalwa and Waswa sought treatment at the Kitale District Hospital for bruises they sustained during the attack, Richards said.
"The rate of attacks and threats against the Kenyan press at the county level has increased dramatically over the past few months," said CPJ East Africa Representative Tom Rhodes. "Authorities in Trans-Nzoia County must ensure the perpetrators of this attack are arrested and held to account."
Trans Nzoia Communications Director Maina Milimo told CPJ he was shocked to learn of the attackand said other demonstrations had taken place in the county without incident.
Police arrested one of the alleged assailants on Wednesday but released him on bail the next day, three of the journalists told CPJ. Wamalwa told CPJ that after the suspect was released, he threatened to "deal with" Wamalwa while the journalist was having lunch at a local restaurant.
Wamalwa told CPJ that prior to the protest he had received threats in person from individuals who said that West FM had reported negatively about the county government. "My station has a wide listenership and frequently interviews the public on western Kenya-based issues, who are sometimes openly critical of the county government," Wamalwa said. 
Violence against journalists in western Kenya is on the rise, CPJ research shows. On April 30, John Kituyi, the editor and publisher of the Mirror Weekly, a private newspaper based in the town of Eldoret, died from injuries he sustained after being hit repeatedly by unidentified assailants, according to news reports. The journalist wrote articles that focused primarily on regional politics in western Kenya, the reports said. No one has been held to account.

N Korea urges UN to probe US anthrax shipment

Pyongyang accuses Washington of "biological warfare schemes" in light of anthrax shipment to US base in South Korea.


North Korea has accused the United States of targeting it with anthrax and asked the United Nations Security Council to investigate Washington's "biological warfare schemes" after a live anthrax sample was sent to a US base in South Korea.

"The United States not only possesses deadly weapons of mass destruction ... but also is attempting to use them in actual warfare against (North Korea)," Pyongyang's UN Ambassador Ja Song Nam wrote in a letter to the UN Security Council and UN Secretary-General Ban Ki-moon, which was made public Friday.
North Korea "strongly requests the Security Council take up the issue of the shipment of anthrax germs in order to thoroughly investigate the biological warfare schemes of the United States," Ja said in the letter dated June 4.
He also attached a statement from North Korea's National Defence Commission, which urged the world to consider the anthrax shipment "the gravest challenge to peace and a hideous crime aimed at genocide."
The US mission to the United Nations was not immediately available for comment on the allegations.
Pyongyang's accusation came after the Pentagon recently admitted that live anthrax samples were inadvertently sent to Australia, Canada, Britain, South Korea and laboratories in 19 US states and Washington DC.
US investigators are trying to ascertain whether the shipments of live anthrax stemmed from quality control problems at the US military base in Utah which sent them, Pentagon officials have said.
